The IAS/Park City Mathematics Program (PCMI) is an outreach program of the Institute for Advanced Study (IAS). Held in Park City, Utah, PCMI is an intensive three-week residential conference that includes several parallel sets of activities aimed at different groups of participants across the entire mathematics community. These activities include:
- program for mathematics researchers
- short courses for graduate students
- lecture series for undergraduate students
- undergraduate faculty program
- faculty workshop on rehumanizing mathematics
- professional development and leadership program for teachers of grades 3-12
At the annual Summer Session, all of PCMI's programs meet simultaneously, pursuing individual courses of study designed to enrich participants in mathematical topics appropriate for their level, and participating in cross-program 伴随着ZuluTrade activities based on the principle that each group has something important to teach and to 伴随着ZuluTrade learn from the others. The rich mathematical experience 伴随着ZuluTrade combined with interaction among groups with different backgrounds and professional needs increases each participant's appreciation of the mathematical community as a whole and results in an increased understanding and awareness of the issues confronting mathematics and mathematics 伴随着ZuluTrade education today.

今年开始实施的《电子商务法》的一大亮点就是强化电子商务经营者的市场主体登记以及赋予电子商务平台核查以及协助登记的权利和义务。从交易安全和市场监管的角度来讲，网络交易的虚拟市场更加依赖登记的信息和程序的保障。《电子商务法》通过第二十七条规定电商平台应当承担平台内经营者的信息核查义务，以及第二十八条规定电商平台向市场监督管理、税务等主管部门报送平台内经营者的身份信息。《电子商务法》及国家对跨境电商有关规定将电商平台作为第三方信息审核和登记的制度和工商、税务、海关等政府主管部门的注册登记制度进行了衔接，这有望解决之前普遍担心的电商经营者的注册信息如何确保其真实和有效的问题。
一、 需办理注册登记的跨境电商企业范围

二、 注册登记与资质取得合规要求一览表

电商经营者的市场主体登记：电子商务经营者应当依法办理市场主体登记。但是，个人销售自产农副产品、家庭手工业产品，个人利用自己的技能从事依法无须取得许可的便民劳务活动和零星小额交易活动，以及依照法律、行政法规不需要进行登记的除外。 电商经营者的许可要求：电子商务经营者从事经营活动，依法需要取得相关行政许可的，应当依法取得行政许可。 电商经营平台的提示与协助义务：电子商务平台经营者应当按照规定向市场监督管理部门报送平台内经营者的身份信息，提示未办理市场主体登记的经营者依法办理登记，并配合市场监督管理部门，针对电子商务的特点，为应当办理市场主体登记的经营者办理登记提供便利。
向所在地海关办理注册登记：参与跨境电商零售进口业务的跨境电商平台企业、物流企业、支付企业等，应当依据海关报关单位注册登记管理规定，向所在地海关办理注册登记；境外跨境电商企业应委托境内代理人向该代理人所在地海关办理注册登记 信息登记、注册登记：参与跨境电商零售出口业务的跨境电商企业、物流企业等，应向所在地海关办理信息登记；如需办理报关业务, 向所在地海关办理注册登记。 物流企业资质：物流企业应获得国家邮政管理部门颁发的《快递业务经营许可证》。直购进口模式下，物流企业应为邮政企业或者已向海关办理代理报关登记手续的进出境快件运营人。 支付企业资质：支付企业为银行机构的，应具备银保监会或者原银监会颁发的《金融许可证》；支付企业为非银行支付机构的，应具备中国人民银行颁发的《支付业务许可证》，支付业务范围应当包括“互联网支付” 海关信用管理：参与跨境电商零售进出口业务并在海关注册登记的企业，纳入海关信用管理，海关根据信用等级实施差异化的通关管理措施。
跨境电商零售进口商品：按个人自用进境物品监管，不执行有关商品首次进口许可批件、注册或备案要求。但相关部门明令暂停进口的疫区商品、出现重大质量安全风险的商品启动风险应急处置的除外。 跨境电商企业：应委托一家境内办理工商登记的企业，由其在海关办理注册登记，承担如实申报责任，依法接受相关部门监管，并承担民事连带责任。 跨境电商平台企业：平台运营主体应在境内办理工商登记，并按规定在海关办理注册登记，接受相关部门监管，配合开展后续管理和执法工作。 境内服务商：境内办理工商登记，向海关提交相关资质证书并办理注册登记。其中：提供支付服务的银行机构应具备银保监会或原银监会颁发的《金融许可证》，非银行支付机构应具备人民银行颁发的《支付业务许可证》，支付业务范围应包括“互联网支付”；物流企业应取得国家邮政局颁发的《快递业务经营许可证》。
工商登记、报关登记“多证合一”：申请人办理工商注册登记时，需要同步办理《报关单位注册登记证书》（进出口货物收发货人）的，应按照要求勾选进出口货物收发货人的备案登记，并补充填写相关备案信息。市场监管部门按照“多证合一”流程完成登记，并在总局层面完成与海关总署的数据交换。海关确认接收到企业工商注册信息和商务备案信息后即完成企业备案，企业无需再到海关办理备案登记手续。 伴随着ZuluTrade 备案登记结果查询：企业可以通过中国国际贸易“单一窗口”标准版（http://www.singlewindow.cn/）“企业资质”子系统或“互联网+海关”（http://online.customs.gov.cn/）“企业管理”子系统查询海关进出口货物收发货人的备案登记结果。 书面备案登记信息获取：自公告实施之日起，海关不再核发《报关单位注册登记证书》（进出口货物收发货人）。进出口货物收发货人需要获取书面备案登记信息的，可以通过“单一窗口”在线打印备案登记回执，并到所在地海关加盖海关印章。 “单一窗口”或 “伴随着ZuluTrade 互联网+海关”继续有效：“多证合一”改革实施后，企业未选择“多证合一”方式提交申请的，仍可通过“单一窗口”或“互联网+海关”提交进出口货物收发货人备案登记申请。相关业务办理依据海关总署2018年第143号公告执行。
向海关开放支付相关原始数据：参与跨境电商零售进口业务的跨境电商平台企业应当向海关开放支付相关原始数据，供海关验核。 数据类型：上述开放数据包括订单号、商品名称、交易金额、币制、收款人相关信息、商品展示链接地址、支付交易流水号、验核机构、交易成功时间以及海关认为必要的其他数据。 跨境电子商务零售进口统一版信息化系统原始数据实时获取方案（详见海关总署官网附件 ）
